Commission finds Dutch Brothers, Chipotle redevelopment in compliance; proposal moves to planning and BZA review

The Hammond Redevelopment Commission on May 19 voted unanimously to find a proposed redevelopment at 6525 Indianapolis Boulevard in compliance with the Hammond Central redevelopment plan, clearing the way for subsequent Planning Commission subdivision review and Board of Zoning Appeals conditional‑use and variance hearings.
Consultant Greg Lorig of DVG presented the site plan, describing a 1.46‑acre parcel to be subdivided into a north parcel for a 986‑sq.‑ft. Dutch Brothers carry‑out drive‑through and a south parcel for a roughly 2,400‑sq.‑ft. Chipotle with mobile‑order pickup and limited outdoor seating. "We believe the project will provide some significant economic growth for the area," Lorig said.
Lorig told commissioners the project would demolish an existing restaurant, reconfigure pavement, install new curbs, gutters, storm sewer, site lighting and landscaping, and estimated total private investment of about $6,000,000 and creation of approximately 50 jobs. He said the project would remain in C‑4 zoning and that corporate tenants had completed extensive site reviews.
Staff planner Brian Polan recommended the commission make the compliance determination "subject to Planning Commission approval of the subdivision plat and BZA approvals for the conditional uses and development variances, and the technical requirements of the various departments." Commissioners asked questions about circulation and egress; Polan and the consultant said INDOT indicated a traffic study was not required for this driveway configuration and that final driveway geometry would be coordinated with INDOT.
Commissioner Myrick moved to adopt the staff recommendation; Commissioner Kobaki seconded. The commission approved the determination by a 5–0 roll call.
Next steps: the developer must secure Planning Commission subdivision approval, any required BZA conditional‑use or variance approvals, and meet technical department requirements before permits are issued.
