Decatur County commissioners approve rezoning petitions, payroll and insurance renewals; authorize architect fees for EMA building

The Decatur County Commissioners met May 18 in Greensburg and approved a series of routine and project-related items, including rezoning petitions presented by the Area Plan Commission, payroll and insurance renewals.
The board approved the May 4 minutes and the May 8 executive-session minutes by voice vote. Commissioners then approved payroll for the week of May 8, 2026, in the amount of $436,874.50 after staff reported no unusual items.
Doug Westerfeld of the APC presented a sequence of rezoning petitions. The commission approved petitions ABC2025-9 (rezoning 0.23 acres from A1 to A2 to allow a residence or cell tower) and multiple 2.99-acre rezonings (2025-23, 2025-29, 2026-2, a Spear petition, and 2026-8) by motion and voice vote after commissioners confirmed APC recommendations and heard that most APC votes were unanimous or strongly in favor. Westerfeld noted one APC vote that was 5–1 after an adjacent-property owner objected at the APC hearing.
Brady Claxton of McGowan Insurance reviewed the county's renewal options. Travelers, the incumbent for property and liability lines, quoted $400,005.39 (about a 6.2% increase). Liberty Mutual submitted a lower quote — roughly $15,000 less — but Claxton cautioned that higher deductibles on several lines (flood, earthquake and employment-practices lines) could negate the apparent premium savings. The board voted to remain with Travelers for those lines by voice vote.
On workers' compensation, the commissioners accepted renewal with IPEP at a reduced premium ($109,008.57) after being told experience-mod and payroll adjustments reduced that line. For cyber liability, the board approved a contingent motion: staff will accept a competing proposal from Cowbell if Claxton's follow-up on coverage details is satisfactory; otherwise, the county will proceed with the incumbent Converge renewal.
The board opened bids for 10 portable restrooms at the fairgrounds and accepted the low bid from Portaletts Sanitation at $2,050 (daily cleaning included), noting the vendor provided required insurance documentation. The commissioners also approved authorizing $6,000 from Plans & Implementation to revise architect drawings so a new EMA/storage building can be expanded and attached to the sheriff's parcel; the motion passed by voice vote.
Other presentations included a health-department grant award (a $5,000 deliverable reimbursement and $3,500 in training reimbursement from the FDA and NEHA), introduction of the county's new animal-shelter director, and updates from the highway department on traffic and construction projects.
The meeting recessed at the conclusion of the morning session. The commission did not take final votes on a comprehensive plan at this meeting; staff expect further steering-committee work starting June 4.
