Committee hears bill to let PSC designate Lifeline carriers instead of FCC

Senator Huxtable introduced legislation during the May 13 committee meeting to amend Title 26 of the Delaware Code and transfer authority to designate eligible telecommunications carriers (ETCs) for the FCC Lifeline program from the FCC to the Delaware Public Service Commission.
Senator Huxtable said approximately 8,700 Delawareans participate in Lifeline and argued that state designation of ETCs — a practice used by nearly every other state — would allow more providers to support low‑income consumers. He said the change would not impose a state cost because the FCC administers program funds and the act would take effect immediately with a slightly delayed implementation while the PSC amends regulations.
Judson Hill (appearing virtually) voiced support, saying the legislation will benefit low‑income residents including elderly people, veterans and Medicaid recipients by making telephone and internet services more affordable and improving access to health care providers, online learning and emergency services.
The committee took no vote on SB307 during the hearing.
