Hempfield board approves CWCTC and WIU budgets, accepts $197,282 state safety grant, and OKs postsecondary agreements

At its April 20 meeting, the Hempfield Area School District Board approved several budget and partnership measures affecting district services and student opportunities.
Finance matters moved by Mrs. Lindsay Stevens included approval of the Central Westmoreland Career and Technology Center (CWCTC) 2026–2027 budget with a total of $13,722,842; Hempfield’s gross share is listed as $2,312,941, and after stated state vocational and retirement offsets the net cost to Hempfield is $1,748,276. The board also approved the Westmoreland Intermediate Unit (WIU) general operating budget for July 1, 2026–June 30, 2027 (total $6,305,373.14) with Hempfield’s contribution listed as $35,637.91. The board approved a Master Services Agreement with WIU to cover services through June 30, 2027.
The board authorized continued participation in the Pennsylvania Department of Human Services–administered School-Based ACCESS Program through contractor Sivic Solutions Group for the 2026–2027 fiscal year.
In a separate motion, the board accepted a Pennsylvania Commission on Crime and Delinquency State Safety Grant in the amount of $197,282 for July 1, 2026–June 30, 2028 and approved related expenditures to offset the salary and benefits of the Director of Safety, Innovation and Programming.
The Education committee also presented two personnel/partnership items that were approved: an affiliation agreement with Wilson College for practicum and student teaching placements, and a Dual Enrollment Agreement with La Roche University to provide postsecondary credit to Hempfield Area High School students for the 2026–2027 academic year (Aug. 1, 2026–June 30, 2027).
The board recorded unanimous votes for these items: finance motions were moved by Lindsay Stevens and education items by Mike Alfery; listed ayes on the motions were Mr. Mike Alfery, Mr. Vince DeAugustine, Mr. Daniel Graft, Mrs. Jennifer Stape, Mrs. Lindsay Stevens, Dr. Scott Learn and Mr. Jerry Radebaugh; no nays were recorded.
The board also approved a motion to exonerate taxes, liens and fees for three Hempfield Township parcels (IDs: 50-02-07-0-005; 50-21-15-0-033; 50-16-02-0-132) upon motion by Dr. Scott Learn.
Why it matters: The CWCTC and WIU budgets determine Hempfield’s contributions to shared career and intermediate-unit services used by students for vocational training, special education and other regional programs; the state safety grant provides district funding for a designated safety director position across two fiscal years.
Next steps: The district’s business office will finalize participation agreements and apply grant expenditures per the grant’s allowable-cost provisions; no additional board votes were recorded for contract execution in the meeting minutes.
