Fleetwood Area board approves contracts, personnel changes and student services in unanimous votes

The Fleetwood Area Board of School Directors unanimously approved a slate of personnel actions, vendor contracts and student services at its regular meeting on April 21, board President Jason E. Valick said as he opened the session.
Board members approved hires and assignments including Kenneth Dalton as high school security guard (effective April 7, 2026) and Jessica Wetzel as a Willow Creek Elementary paraprofessional (effective April 22, 2026). The board also approved co‑curricular appointments for assistant football coaches Logan Leiby and Jeremiah Detwiler (effective April 22, 2026), several staff transfers, and future-year special education teacher assignments effective Aug. 18, 2026. The personnel package included recorded retirements and resignations, and several approved leaves of absence.
The board approved two contracts with Central Susquehanna Intermediate Unit: one for fund accounting, payroll and human-resources software at an estimated $27,799, and a second for document-management and staff-onboarding software at an estimated $13,150. The board also renewed a Frontline Education agreement for time, attendance and absence services at $23,809.86 for the 2026–27 school year.
Separately, the board approved student-support contracts and services: a Caron Foundation contract to provide a student assistant program at $67,898 per year for five days per week; an Inspired Wellness counseling contract for $94,500 covering 37.5 hours per week; and Hogan Learning Academy ESY special-education services at $535 per day per student.
Facility and capital items approved included a Kubota zero-turn mower with bagger for $23,885.53 under a Sourcewell contract and authorization to reallocate athletic-pass funds to assigned capital funds beginning with the 2025–26 fiscal year. The board also approved a contract with McClure Company to perform water infiltration testing at Willow Creek Elementary (Phase 1 not to exceed $29,014; Phase 2 not to exceed $28,355).
The board approved curricular additions presented in March, including Accelerated Chemistry, Career and College Prep: Physics, Astronomy, Chemistry, Net Games, Grade 10 PE — Sports Roles, and Ultimate PE.
Student activities approved included a Fleetwood Music Department trip to Walt Disney World, Feb. 7–11, 2027, at a cost of $2,075 per student to be paid by families, and authorization for 12 high‑school students to attend the DECA International Career & Development Conference in Atlanta, April 24–29, 2026.
The board also approved a settlement agreement with the guardians of student #64548; the minutes record approval but do not specify settlement terms or amounts. Members approved a Memorandum of Understanding with the Fleetwood Area Education Association extending the severance submission deadline for employees indicating intent to retire from Feb. 1, 2026, to April 30, 2026, and an AFSCME MOU adding a Registered Behavior Technician classification at a $20.00 per hour starting rate.
All roll-call votes reported Ayes from Brandi Brown, Elizabeth Hersh, Whitney Kopco, John L. Noll Jr., Michael D. Noll and Jason E. Valick; Lisa J. Bogacki, Adam S. Chernow and James M. Younker were recorded absent. The meeting was adjourned at 8:02 p.m., followed by an executive session on personnel.
