Resident urges Mills County to address safety, traffic and provider-run housing on rural roads

Resident Troy Grainger told the board he has documented multiple disturbances and safety problems linked to nearby provider-run housing and other high-traffic uses on county roads. He offered surveillance videos, photos and logs as evidence and asked the board to consider regulatory or fee-based tools to offset road damage and public-safety risks.
Grainger described an incident he said showed a man being punched in front of children and said he has captured dashcam footage of vehicles leaving a driveway after nearly driving his vehicle into a ditch. "There's a nice picture with 2 deputies, a guy getting punched in the face with the kids out front of the neighbor's house watching this," Grainger said as he urged the board to review his evidence.
He argued that some providers are operating remote housing for clients far from medical facilities, creating unnecessary long trips on county roads in cold weather and putting extra wear on the infrastructure. Grainger suggested the county explore an excessive-use permit or require businesses that generate heavy traffic to contribute to road maintenance costs.
Board members thanked Grainger for bringing the materials and invited him to share video and documentation with county staff for follow-up.
