The Ceres Planning Commission on Tuesday approved a conditional-use permit for Grapple HQ, a martial-arts training facility proposed inside an existing industrial building at 1200 Montclair Drive.
Miss George, the planning staff presenter, said the use is conditionally permitted within the M2 zoning district and that classes would run primarily in the evening; staff recommended adoption of a resolution approving Conditional Use Permit 206-619 and found the project categorically exempt from further CEQA review under the existing-facilities exemption.
Applicant Cameron Gilliam told the commission Grapple HQ would provide children's and adult instruction, offer discounts to veterans and first responders, and schedule classes to minimize parking overlap. "Jiu jitsu can have a meaningful and lasting impact on the city of Ceres," Gilliam said, adding the business plans to operate largely indoors and during evening hours to limit neighborhood impacts.
A public speaker from Turlock, Charles Howard, spoke in support of the applicant, emphasizing the sport's role in building discipline and respect.
A commissioner moved to approve the permit; the motion passed on a 4-0 roll-call vote with one commissioner absent. Staff will finalize the permit document and the applicant may proceed subject to the permit conditions and any required business licenses.
