Fleetwood Area board approves personnel slate, hires and two union MOUs

The Fleetwood Area Board on April 21 approved an extensive personnel package covering new hires, co-curricular appointments, transfers, retirements, resignations, leave requests and volunteer appointments.
Among hires approved were Kenneth Dalton as high-school security guard (effective April 7, 2026) and Jessica Wetzel as a Willow Creek Elementary paraprofessional (effective April 22, 2026). The board approved several co-curricular coaching appointments and multiple position transfers and role changes with effective dates ranging from April 16 to Aug. 18, 2026. Retirements and resignations with effective summer dates were also recorded in the motion that passed on a roll-call vote.
The board also approved a Memorandum of Understanding with the Fleetwood Area Education Association to extend the employee submission deadline in the severance-pay provision from Feb. 1, 2026, to April 30, 2026 for staff indicating intent to retire at the end of the 2025–2026 school year. Separately, the board approved an MOU with AFSCME District Council 88, Local 3321 adding a Registered Behavior Technician classification with a starting wage of $20.00 per hour. Both MOUs were approved by roll-call vote.
The motions were presented as consent-style personnel and labor actions; each passed with recorded ayes from Brown, Hersh, Kopco, J. Noll Jr., M. Noll and Valick and three members absent. Several personnel actions are recorded as pending completion of paperwork where noted in the minutes.
The minutes do not provide individual contract terms for all hires beyond start dates and reported hourly/annual rates where specified; affected staff and union representatives will follow up per district procedures.
