Supervisors decline treasurer pay-timing change, ask staff for clarification

Bremer County supervisors debated whether to align certain hourly treasurer positions so those employees would receive their new wage on the first July paycheck even if some of the work occurred in June. After extended discussion the board voted not to approve the change and directed finance staff to meet with the treasurer and return with clarifying detail.

The proposal, introduced by a supervisor, described an approach the treasurer used last year: starting the new wage calculation in June so hourly days worked in June are paid at the new July rate on the first July check. Finance director Cassandra explained the mechanics: "So what Adam started doing last year was with the first pay in July... those June days are paid with that first day in July." She cautioned this practice does not affect salaried, exempt employees whose pay is prorated differently.

Opponents said the approach is unfair to hourly workers in other departments and suggested the county should adopt a consistent policy for how pay period timing is treated across departments. One supervisor said, "If we're gonna do this for one department, I think it should be done county-wide or it shouldn't be done at all." A motion to approve the four treasurer positions' pay timing was called and, after discussion, the chair noted procedural steps and the board voted the motion down; supervisors agreed the treasurer should bring the item back to an upcoming agenda with fiscal impact details.

What’s next: The finance director will meet with the treasurer (Adam) and return with a clearer recommendation for the board. Supervisors requested fiscal impact analysis showing countywide effects before any future vote.
