District finance and external advisors described a planned refunding of the 2018 general obligation bond series as an opportunity to reduce interest costs and save taxpayer dollars.
Ken Phillips of Raymond James and John Fry of public finance management presented scenarios showing potential savings if market rates and timing align. "About a 180 some thousand dollars a year," Phillips said broadly of potential annual savings, and presenters showed an estimated cumulative savings in excess of $1,000,000 under current projections, subject to market movement and rating results.
Holly (rating‑process lead) told the board the district currently carries a double‑A stable rating and that the refinancing itself is credit‑positive because it reduces interest expense. She outlined the rating agency process, stressed that "cash is king" for ratings, and said the finance team will brief rating agencies and monitor trends before going to market.
Board members discussed establishing parameters to allow administration to proceed if market conditions meet thresholds and to pull back if they do not. "We can have parameters that, below this rating or whatever, then you're not going to go to market," a board member said; advisors agreed this is an appropriate guardrail.
The board signaled support to move forward with the refunding process and rating‑agency work, with final authorization and settlement timing to be set by administration and counsel pending favorable market conditions.
