The Town of Wells Planning Board unanimously approved an amendment to the Crescent Served Condominium application at its May 18 meeting, accepting the plan's final monumentation, approving a draft findings-of-fact document, and granting a waiver related to tree-location mapping.
Planning staff member Lee Chamberlain of Eftar Engineers told the board the application is an amendment to an original approval from 1985 and noted the only change required on the current plan was the addition of two granite bounds on the front corners along Latina Drive. "This is an amendment to that approval," Chamberlain said, explaining a 19‑page draft findings-of-fact document in members' packets covered the ordinance criteria in section 20212.
The board voted to find the final monumentation as depicted on the plan suitable and then moved, seconded and approved the findings and plans for signature at the end of the meeting. Staff also recommended—and the board approved—accepting the submitted boundary survey and the contour intervals shown on the plans (two-foot soils contours and one-foot detailed contours), finding they meet ordinance requirements.
Members approved a waiver of the requirement to locate 24‑inch trees in certain open-space and road-right-of-way areas where those locations will be preserved as no‑cut zones. Chamberlain said staff had marked up a set of plans for the applicant and recommended appointing the planning office as the completeness agent to review the revisions. The board voted to appoint the planning office as the completeness agent and granted a short extension for the applicant to submit revised plans.
The board concluded its review by instructing staff to have the findings and plans available for signature; the chair told the applicants they could pick up signed documents at the town office after the meeting.
Next steps: the applicant will submit revised plans addressing staff markups; when the planning office verifies completeness the board will schedule any required public hearing or finalize signatures and sign-off.
