Staff member (S4) said the city’s current score stands at 335 and that the program scores on items such as separation of duties, written conflict-of-interest policies and certified accounting staff. "If we can get a few more things by the end of the month and get them in, we'll hit that 355," S4 told councilors, referring to the assessor’s threshold for a very-low-risk rating.
S4 explained the city had already added items that earned points — for example, listing a certified CPA (Gary) and posting a fraud hotline on the city website — and that two scoring items (an ongoing external-audit committee and continuous external auditing) are not practical for a city of Gunnison’s size. Councilors asked about the outstanding ethical behavior forms, and staff said a small number of pool-related employees still needed to submit those documents; completion would likely raise the score.
No formal action or vote was taken on the fraud-risk presentation; staff said they would continue to collect documentation and report back once missing items had been filed.
