Council receives and files third-quarter FY2026 financial report

Finance Director Anna Soick presented the city's third-quarter financial report for the period ending March 31, 2026, and the Alpena City Council voted to receive and file the report during its May 18 meeting.
Soick said year-to-date revenue was $10.7 million against an amended revenue budget of $14.3 million (about 75.35% collected), compared with $9.5 million at the same point last year. She outlined department-level variances: general government revenues exceeded expectations because tax collection finished earlier in the year; public safety revenues (ambulance transport fees) were at 43.5% and roughly $120,000 below last year; public works and community and economic development showed lower collection rates; and some grant and transfer revenue remains outstanding.
On expenditures, Soick reported $11.9 million spent of an amended $16.2 million budget, noting capital projects and a previously shifted city-hall-window expense increased current-year expenditures. The city amended planned use of fund balance from $997,178 to $1,900,000, which the finance director said will decrease projected fund balance by about $903,871, leaving a projected FY26 ending fund balance near 20.3% before the evening's budget actions.
Councilors asked clarifying questions about the warming shelter budget and whether certain fund balances roll over; staff replied that some funds require designation to be carried forward and that specific items will be put into committed funds or budgeted for the next year.
The council moved to receive and file the report and approved the motion by roll call.
