Morrison County hears adult mental health report, approves affordable housing aid for Habitat and accepts $100,000 Sourcewell grant for Caseworks

Morrison County Health and Human Services presented its annual adult mental health services report on May 5 and the board approved several related funding actions.
Director Nathan Bertram and Adult Services Supervisor Jeff Bowman described services for adults with serious and persistent mental illness, noting that active case counts have declined (presentation cited a change from about 125 cases in 2022 to 84 in 2026) after the agency implemented a wait list for new applicants. Bertram and Bowman described partnerships that include an embedded social worker with law enforcement, a hospital social worker, jail social worker screening, and crisis services to coordinate care and reduce recidivism. Bertram said billing rates and state formulas cause revenue rates to fluctuate year to year, and staff monitor those lines closely.
Separately, HHS recommended awarding approximately $49,000 in 2025 state affordable housing aid to Habitat for Humanity after an RFP process; the board approved contracting with Habitat to expend those funds through December 30, 2027, to allow project work. Bertram said the funds must be expended within four years and the county will monitor schedules and deliverables.
The board also approved accepting $100,000 from Sourcewell impact funds to support implementation of Caseworks phase 2 (the social services component) and amended the contract to include those dollars. Bertram said the Sourcewell funds cut initial implementation costs by more than half and would accelerate the social services portion of Caseworks.
Commissioners asked clarifying questions about timelines, fund expiration and reporting; staff said they would return with contract documents and reporting as projects proceed.
