Board approves interim permit for indoor cannabis microbusiness in Little Falls Township, with conditions

Morrison County commissioners approved an interim use permit for DODIN Investments on May 5 to establish an indoor cannabis microbusiness for cultivation and manufacture.
Land services staff said the planning commission recommended approval with two conditions: the interim use permit would terminate if the named licensee (Cole Zutko) was no longer associated with the facility, and the facility must be fenced by the time it is operational. Commissioners asked how the county’s cap applied; Amy McKinley clarified that the county’s cap applies to retail outlets and this proposed facility is not retail so it would not count against the retail cap.
Commissioners also asked about odor control and building plans. McKinley said odor standards from the Office of Cannabis Management apply and that county nuisance rules would be enforced if complaints arise: ‘‘If we begin to receive complaints regarding odor, then that is something that we'd be working with that property owner on because they're not meeting a standard or a performance standard,’’ she said. The applicant indicated existing motel structures would be demolished and replaced with new buildings.
On a 4–1 vote the board granted the conditional use permit with the stated conditions.
