Cedar County supervisors approve routine business, appointments and utility permit; discuss courthouse grounds insurance

The Cedar County Board of Supervisors handled routine administrative business and a handful of local approvals during its May 5 regular meeting in Tipton.
Chairperson Jon Bell opened the session at 8:30 a.m. and the board approved the meeting agenda on a motion by Supervisor Barnhart, seconded by Supervisor Bixler. The board approved the April 28 minutes (Supervisor Bixler recorded an abstention) and approved payroll disbursements #205106–205247 for the period ending April 25, 2026, to be paid May 1.
The board acknowledged correspondence from HUB International Great Plains regarding GASB 75 and a FY26/27 funding note from Sherli Childers of River Bend Transit. Chief Deputy Koranda reported that Correctional Officer Madison Dies completed a six‑month probation effective April 28, 2026. The board also noted two handwritten disbursements: $2,988.39 to the Cedar County Treasurer/Benefits, Inc. (self‑funded medical claims, issued May 1) and $3,175.00 to Aladtec, Inc. (administrative correction, issued April 28).
On appointments, the board approved naming Tammi Goerdt, mayor of Tipton, and Luann Helm, a private citizen, to represent Cedar County on the East Central Iowa Council of Governments (ECIA).
Discussion of a courthouse grounds use application focused on whether event applicants should be required to provide proof of insurance. Supervisor Barnhart said she will seek clarification from Heartland at an upcoming meeting and will place the issue on the board’s agenda next week. For the immediate request, the board approved the specific lawn‑use applications for Thursday, May 7 without requiring insurance documentation for those applicants.
The board approved a five‑day Class C retail license for Bev the Barbarian at the fairgrounds for the Good Makers Market on May 22–23 and renewed a 12‑month Class E alcohol license for Maverik #5152 effective July 1, 2026.
At 9:00 a.m. the board held its monthly department head meeting and heard updates from department leaders including Community Services Director Tischuk, Environmental and Zoning Director LaRue, IT Director Pierce, County Attorney Blank, Public Health representative Hansen, Treasurer Delaney, Conservation Director Petersen, Engineer Fangmann, Auditor Nicki Welch, Sheriff Wethington and Recorder Bahnsen.
The board approved a Windstream utility permit for the Rochester Bridge project and waived the usual $100 permit fee. The meeting adjourned at 9:47 a.m.; the board set its next regular session for May 12, 2026.
