The Owosso City Council authorized a contract with Perrin Construction for Curwood Castle restoration work, approving $163,505 for the base contract plus a $32,000 contingency for a not-to-exceed amount of $195,505. The scope includes partial roof replacement, stucco repair, plaster restoration, electrical improvements, window restoration, slate shingle replacement and gutter work.
Councilmember Carl C. Ludington declared a pecuniary interest earlier in the meeting related to Ludington Electric, Inc., and left the dais prior to the vote on the Curwood Castle contract. Council approved the contract by roll call; the meeting record notes an abstention by Councilmember Ludington due to his conflict and records the award to Perrin Construction. The city will pay invoices from the Historical Fund Account 297-798-930.000.
The city staff recommended the award following a public bid process and identified Perrin Construction as the lowest qualified bidder. The council authorized staff to submit payment to Perrin Construction up to the approved amount and directed departments to proceed with contractor coordination and project scheduling.
