Commission tables complex vacancy, manager-removal and election items for redraft
Summary

The Charter Revision Commission decided to table a set of complex or potentially confusing ballot items and asked the town attorney to return consolidated or clarified language.
Key items tabled included: Q4 (vacancy and forfeiture procedures, including automatic forfeiture for unexcused absences and procedures for determining 'good cause'); Q7 (election-procedure text that needs to be harmonized with the adopted runoff change); Q9 (town manager removal language and an expanded acting-manager procedure); Q10 (voting thresholds and emergency‑ordinance voting rules); and Q14 (recall petition thresholds referencing state law). Commissioners cited voter fatigue, compound questions, and the need to ensure charter language remains compatible with changing state statutory thresholds.
Several commissioners requested that any ballot question that references a state statute include either a brief numeric example in the ballot-summary text for voter clarity or a clear explanatory note in the voter guide; the town attorney was asked to return revised text that balances brevity with clarity. The commission scheduled June 2 as the next meeting to review those redrafts and finalize which items will appear on the ballot.
