Clearwater County commissioners approve routine hires, contracts, invoice payments and a $10,000 donation

The Clearwater County Board of Commissioners on May 12, 2026 approved a series of routine personnel actions, contracts and payments during a meeting chaired by Mark Titera.
The board carried a motion authorizing payment of submitted invoices totaling $234,489.81 from the County Revenue Fund and $45,349.65 from the Public Health Fund; the motion was moved by Commissioner Emmel and seconded by Chairman Titera. The board also approved hiring and personnel adjustments across several departments, including a step increase for Patricia Flaa to Range 22 Step 10 effective June 24, 2026.
Commissioners authorized the County Engineer to advertise for a Heavy Equipment Operator position and to hold a "Roadeo" to evaluate applicants for potential future employment. The motion to advertise and host the skills competition was moved by Commissioner Larson and seconded by Chairman Titera.
The board approved multiple hires and vendor contracts. By motion, Donna Rae Carlson was hired as a part-time Extension Secretary as needed at Range 10 Step 1, effective May 12, 2026, following a waiver of the three-day notice requirement. Micah Tramm and Alisa VanDyke were approved for summer work at Long Lake Park at Range 8 Step 1, full time (32–40 hours per week), starting May 22, 2026.
Maintenance and facility projects approved included: hiring Vern's Carpet to remove and replace carpet tile at the Environmental Services office for $1,396.13; contracting Bearded Brothers Electric LLC to install four LED wall packs with protective cages in the jail recreation room for $2,950; and hiring Larry Perry for general janitorial and painting labor (4 hours/day for six weeks) at $125 per day with invoicing through Glenn's Carpet Services for a total of $3,750. The motion to hire Larry Perry was moved by Commissioner Ramsrud and seconded by Commissioner Larson.
The board accepted a $10,000 donation from Flint Hills Resources to fund overhaul work at the Clearwater County Emergency Operations Center. The donation was accepted by motion of Commissioner Emmel, seconded by Commissioner Ramsrud.
The meeting adjourned at 9:52 a.m.; all motions noted in the minutes were carried without roll-call tallies recorded in the transcript.
