Youth group’s plan for paired trash and recycling containers wins board consensus in Del Norte County

Members of the youth group Changemakers told the Solid Waste Management Authority they want more paired street‑side trash and recycling containers in Del Norte County to address high levels of litter.
"We found that litter was a big issue," said Dean Lockhart, a Changemakers representative, who said the group worked with city staff and Recology to identify sites including Mason Law, Highway 101 and the skate park. Changemakers reported that Recology Director John Perry and Solid Waste staff had provisionally approved four new placements and one relocation, with a potential fifth unit held in storage.
Director (name not specified) said the suggested placements do not require a contract change order and described the matter as administrative, noting staff had coordinated placement inside city limits and with county operators outside the city. "All of their recommendations were easy to follow through on," the director said, and recommended that the board proceed by consensus rather than a formal vote.
Board members praised the group’s engagement. Chair Wilson thanked the students for bringing the proposal forward and said the authority will place containers at the recommended locations. The board’s direction was recorded as consensus to proceed.
The Changemakers presentation prompted no formal motion; staff will implement the placements in coordination with Recology Del Norte and city staff and report back if any issues arise.
