Committee approves substantial amendment to 2026 action plan after larger-than-expected HUD awards

The Housing and Community Development Committee approved a substantial amendment May 19 to the draft 2026 action plan to reflect the city’s actual HUD entitlement grant allocations.

Staff reported that the city received approximately $300,000 more in HUD formula funding than estimated, including increases to three funding streams. A staff member summarized the changes: the Community Development Block Grant (CDBG) award increased by just under $7,000, HOME funds rose by about $42,500, and the Emergency Solutions Grant (ESG) award—unexpectedly allocated this year—totaled roughly $150,000. Because the ESG award exceeded the administrative amendment threshold, the action required a substantial amendment and committee approval before staff can implement projects tied to the funds.

Staff explained the procedural steps: HUD formula allocations arrived after the committee first reviewed the draft action plan; the city has 60 days from receipt of the actual allocation to approve any necessary changes. The amendment before the committee updated the plan’s tables and project allocations to match the actual awards.
