Norwalk policy panel advances nondiscrimination updates adding trafficking and sexual‑assault survivors to protected classes

Jasmine Prezzi, chair of policy for the Norwalk School District Policy Committee, said the committee voted on May (date not specified) to forward three updated nondiscrimination policies to the full board for approval after counsel briefed members on recent state law changes.

Kimberly, the district’s Title IX coordinator and general counsel, told the committee that the 2025 legislative session added victims of human trafficking and victims of sexual assault to the list of protected classes under Connecticut law and that the district’s nondiscrimination policies were updated to reflect that change. "They decided to include victims of human trafficking and victims of sexual assault as protected classes," Kimberly said.

A committee member asked whether a student would have to disclose that they are a victim in order to make a discrimination complaint. Kimberly replied, "We don't need to go into what happened with that trauma," and said alleging discrimination based on the individual’s status may be sufficient to trigger the district’s complaint process. Committee members and staff described the practical reporting steps: a student or employee would put a complaint in writing to a building administrator, who could refer it upward to the Title IX coordinator for investigation or next steps, similar to other bullying or discrimination complaints.

The committee discussed a fourth finance policy briefly but removed it from the agenda after staff said state guidance on non‑lapsing funds had not yet been finalized. Ralph (staff) said the finance item would return later if needed.

The committee voted to move Policy 1005 (Community Relations nondiscrimination), Policy 4014 (Personnel nondiscrimination), and Policy 5015 (Student nondiscrimination) to the full board for approval.
