The Kalamazoo Historic District Commission approved a certificate of appropriateness allowing demolition of an existing side porch at 703 South Park Street and the construction of a replacement deck no larger than 6 by 9 feet, with required repairs to siding and trim to match existing materials as coordinated with the historic district coordinator.
Property owner Mike Perwin, who joined the meeting by phone, said he reduced his original proposed deck footprint after discussing the application with staff and that his primary goal was “a usable space” for tenants. He told the commission he would be flexible on exact dimensions and preferred a deck measuring about 6 feet from the house and up to 9.5 feet along the house but accepted a smaller size if the commission required it.
Staff reviewed Sanborn map evidence and architectural context, saying the house is listed in the national nomination as Queen Anne/Colonial Revival. The coordinator cautioned that Sanborn maps are not definitive for some years and noted the corner lot’s visibility raises sensitivity for any change. Commissioners and staff discussed whether the side porch columns are original and whether a future owner could restore an original porch if desired.
After extended questioning about whether the porch is original, whether the work would be raised or skirted, and what siding and trim repairs would be required, the commission amended and approved a motion to demolish the existing porch, repair any resulting damage with appropriate materials in coordination with staff, and build a deck no greater than 6 by 9 feet. The roll-call votes were recorded as: Katie — Yes; Christie — No; Dana — Yes; Dan — Yes; Nelson — No; James — Yes; the motion passed 4–2.
The commission stipulated repairs to siding and trim to match existing materials and noted that significant deviations from the approved scope would require return to the commission. Staff said it will contact the owner about next steps and administrative compliance.
Because the property sits on a prominent corner lot, staff emphasized visibility and encouraged documentation (photos and historic references) when possible; commissioners noted the approval aimed to balance preservation priorities with the owner’s need for a usable outdoor space.
