The Las Cruces City Council voted to adopt the city’s six‑year Capital Improvement Program for fiscal year 2027 through 2032, approving a plan that staff said includes 311 projects citywide and $210 million of funding allocated for the coming fiscal year.
Cynthia Lamillo, the city’s capital improvements program manager, told councilors the CIP lists $1.7 billion in total need across six years but that $210 million is currently funded for FY27, leaving roughly $1.2 billion of unfunded needs in the five subsequent years. She described categories (utilities, public facilities, street improvements) and noted that local funds, bonds/loans (about 30%), grants (about 22%), and capital outlay (about 6%) comprise the anticipated funding mix.
Lamillo said the CIP will be used as a transparency tool and emphasized the need for “capital stacking,” matching multiple funding sources to move major projects forward. Councilors asked staff to develop better tools to show the cost of delaying projects and to consider higher‑level prioritization guidance to allow some flexibility in spending choices.
Council approved Resolution 26‑143 by roll call. City staff said they will continue quarterly tracking of capital outlay projects and return with updates and amendments as funding becomes available.
