City of York staff outline 2025 priorities as property valuation, staffing rise

The mayor opened the Jan. 2 meeting as Dr. Crawford delivered the City of York’s year-end report, telling the council the city saw a 3% increase in property valuation and a 2% rise in the operating budget. “In the last budget, we had property valuation increase of 3% and our operating budget increase of 2%,” Dr. Crawford said.
Dr. Crawford, who gave the city-administered report, listed steady population gains, high staff retention and full staffing in the police and fire departments as highlights. He reviewed completed and continuing projects including tax-increment-financed work near the interstate (a pump-and-pantry expansion and a Fairfield Inn), the Northwest Industrial Park, soccer-field renovations, Lovett Stadium turf, and new tennis/pickleball courts and play equipment.
The presentation also noted quality-of-life items and outreach: the library’s programs (including a “wild card Wednesday” event), a cultural festival funded largely by a $10,000 creative-district grant, the museum’s reopening and a parks-and-recreation attendance figure the presenter described as robust. Dr. Crawford said the city has added electronic utility billing options and electronic pay stubs for staff.
Looking ahead, Dr. Crawford outlined the council’s stated near-term priorities for 2025: housing, completing the industrial park and a new fire station, with other priorities including economic development, public buildings and improving city entrances. He said a comprehensive plan review will begin this year to compare accomplishments with the city’s stated goals and to identify new directions.
Council members asked few clarifying questions during the presentation; the mayor thanked staff for the report. The administration said it will share data and milestone updates as projects proceed.
Next steps: staff will begin the comprehensive plan review this year and provide data from recent projects and initiatives to the council as it becomes available.
