EDA approves $30,000 Hennepin County storefront grant; member abstains

The Dayton Economic Development Authority voted to accept a $30,000 storefront improvement award from the Hennepin County Housing and Redevelopment Authority and authorized the EDA to administer the program.
Staff member (S5) told the board the EDA applied last October for $50,000 and was awarded $30,000. “We were awarded $30,000 … this is a storefront improvement project,” S5 said, explaining eligible work includes exterior painting, siding and exterior restoration, and that grants would be $5,000–$15,000 per project with a required 1:1 match and reimbursements processed through the city. Improvements must be completed by April 2027.
S5 asked the EDA for a motion to approve the grant agreement and noted the city attorney and EDA attorney reviewed the agreement with no substantive changes. Committee member (S4) moved to advance the agreement and Chair (S1) seconded. Committee member (S3) said he would abstain on this project and the board proceeded; the motion was recorded as approved with one abstention. The grant is structured as reimbursement: the property owner or lessee pays for eligible work, submits invoices to the city, and the city submits for reimbursement to Hennepin County, then the EDA distributes funds to the owner or lessee. S5 said the EDA would serve as the program administrator and will reach out to the three building owners identified in Old Town to begin the process.
Board members discussed potential conflicts and participation. Committee member (S3) stated he would abstain on further EDA actions involving this project. Chair (S1) and others encouraged staff to coordinate with property owners to confirm participation and to avoid work that would violate existing sign or building codes.
The next step is for staff to contact the property owners and begin the reimbursement and project intake process under the terms described to the board. The EDA did not adopt additional program rules at this meeting.
