Planning and code-enforcement budget trimmed; county interlocal and training cuts examined

Town planning and code-enforcement staff presented their section of the manager’s recommended budget and answered questions about contract lines, training and software.
Emily Whitener (planning and code enforcement) reviewed her department’s request and noted the professional-services line reflects the town’s interlocal agreement with Cumberland County for unified planning services (planning board participation, GIS and land-use planning). Commissioner Hamilton observed last year’s amount for that line was $93,915; staff said the manager-recommended figure is $60,875 after renegotiation and that further reductions are under discussion.
Board members asked about training and certification funding. Emily said required certifications (CZO and Building I) oblige attendance at certain classes and occasional conferences, while optional conferences had been cut. “That’s what I was requesting,” Emily said of the $12,000 training request; the manager funded $8,000, which staff said will cover required certifications but not some optional conferences such as Main Street events.
Emily also reported the department’s software rollout: a three-year Cloudpermit contract continues into its implementation phase and this year’s cost is approximately $9,800 after initial setup fees were paid in the prior year. A previously requested $35,000 vehicle for code enforcement was removed from the packet.
No formal board action was taken on these department items during the special workshop; staff will note the changes in the proposed budget that goes to public hearing ahead of the June 30 adoption deadline.
