Swain County creates moratorium committee to study high‑impact facilities

The Swain County Board of Commissioners approved a resolution (900-2026-4) May 19 to create a moratorium committee charged with studying and advising the board on potential impacts from high-impact facilities and drafting possible land‑use ordinances or amendments.
Under the resolution the committee will include five community members appointed for one-year terms and will meet at least biweekly, with monthly reports to the board at work sessions. The board named four initial citizen appointees (Dakota Bone, Cecilia Baker, Kenneth Hillard and Mike Drinkwater) and said there would also be participation from a commissioner, environmental health and building staff as needed.
Commissioners said the committee’s intent is to identify issues and prepare draft ordinances for the board’s consideration. The board opened the application process for one remaining community position and encouraged interested residents to apply.
The resolution was moved, seconded and approved by voice vote. Commissioners said the committee is intended to provide technical analysis and drafts that the board can act on at a future meeting.
