The Swain County Board of Commissioners voted May 19 to appoint Tommy Dills as county manager, effective July 1, and accepted the contract terms negotiated in closed session.
Commissioner (S9) moved to appoint "Tommy Dills as the next county manager for Swain County effective date July 1," and the motion was seconded and approved by voice vote after the board reconvened from a closed session on contract negotiations and personnel matters.
The motion followed an extended public and commissioner discussion earlier in the meeting about the county manager's absence and calls from some participants to terminate the current manager. Before the closed session the board cited N.C. Gen. Stat. § 143-318.11(a)(5) (contract negotiations) and (a)(6) (personnel) as the legal bases for the private meeting.
No salary figure or contract details were read into the public record at the time of the vote; the board said it had accepted the contract agreed to in closed session. The board did not, in the public transcript, provide a full public accounting of the contract terms immediately after the appointment.
The board welcomed Dills at the meeting; commissioners indicated the new manager will begin work July 1.
