Woodbury County approves three-year contract with Cost Advisory Services to preserve federal grant reimbursements

The Woodbury County Board of Supervisors voted unanimously to approve a three-year contract with Cost Advisory Services Inc., a consultant that calculates indirect cost rates used to secure federal grant reimbursements. The chair moved the item after County Auditor Michelle Scaff introduced the contract.
Scaff told the board the service covers three years and allows the county to calculate indirect costs that can be charged to federal grants. "For DHS, we receive about $250,000 annually because of this," Scaff said, adding that the county sheriff's office also benefits because the rate lets them recover indirect costs such as grant management. She described the $7,000 contract fee as "well worth it."
The board recorded the motion as made by Nelson and seconded by Bittinger; the contract passed on a 5-0 vote. The auditor said the county has used the same firm for several years and that most counties in the state use a similar provider.
The contract is intended to support grant reimbursement claims by establishing an indirect cost rate; Scaff said that improves the county's ability to recover federal funds and assists multiple departments. The board took no further public comment on the item and moved on to other business.
