The Forest Practices Board on May discussed and directed changes to how it records meeting minutes and approved its 2026 Board of Ecosystem Research and Coordination (BERC) work plan.
Chair Katie Rose Allen opened the meeting and led a discussion in which several board members urged balancing concise, action-oriented minutes with enough context for the public to understand deliberations. Board member Steve Barna Meier said the November and February draft minutes omitted substantive discussion — “to have 0 words to accompany that…seems to me to do a bit of a disservice to the general public,” he said. Maggie Frankmont, acting assistant division manager for policy and landowner services, told the board staff will add bulleted summaries for major discussion themes and embed hyperlinks to video timestamps so readers can quickly navigate to full audio/video when needed.
Board members debated whether to call out individual speaker contributions in minutes. Several members, including Heidi Eisenhower and Dwayne Thompson, said time-stamp links were essential for transparency but that listing every speaker per topic would overburden staff. The board directed staff to: refine timestamps with hyperlinks to recordings, add a concise bulleted summary of board discussions for lengthy agenda items, retain an attendee list at the top, and avoid routinely time-stamping individual board-member comments unless a topic is unusually consequential.
After that discussion, the board reviewed and approved the 2026 BERC work plan as presented. Board member Jim Peters moved to approve the plan; a second was entered and the motion carried. The board recorded that several adaptive-management items will shift timing (for example, some board-manual and adaptive-management deliverables will now target later 2025–2027 dates) and that staff will bring revised meeting minutes for November and February back for approval at the August meeting.
The board also clarified that items removed from the 2026 plan include a staff recommendation to forgo pursuing a legislative change to streamline recurring pilot rulemaking for research exemptions; staff said the current annual process remains practicable and recommended removing the pilot-rulemaking alternative at this time.
The board adjourned with plans to reconvene in August to consider revised minutes, additional adaptive-management updates, and annual implementation reports.
