Owner Greg Haschen said the fence was installed for safety after several disturbances and described incidents that prompted the request. Staff noted that stop-work orders were issued July 16 after work began without a certificate; staff recommended approval of the style and materials but that the height be reduced from 5 feet (as installed) to 4 feet to conform with Montevista guidelines. A neighborhood voicemail from Morse Stendle supported staff recommendations.
Commissioners and staff discussed code differences: non‑historic areas may allow 5 feet under updated city regulations, but historic districts commonly have a 4‑foot limit and any exception would require a variance. The board voted to accept staff recommendations and asked the owner to work with staff to lower and finalize the fence.
