Board approves $36.8M capital projects list and asks operations committee to review process

The Beaufort County Board of Education on May 19 approved the operations committee’s recommendation of Option 5b as the final list of FY28 8% capital improvement projects, a package staff tabulated at $36,831,000. The board also voted to direct the operations committee at its next meeting to review the committee’s process for selecting and reporting capital projects.
Operations staff described Option 5b as allocating $7.1 million to HVAC, $4.1 million to painting, $9.3 million to roofs, $6.3 million for technology and $9.9 million for additional needs. During debate, one board member argued that the board’s current review of granular operational choices — such as specific thermostats or individual paint allocations — was an inefficient use of board time and recommended relying more on staff data and a facilities condition assessment. “I was ... told to get out and go home,” the member said, describing what they called an ad hominem attack in committee discussion and urging a policy-level approach.
Other members said the committee’s work distilled public input and operational constraints and that bringing a single, vetted option to a large public forum yields clearer, actionable feedback. After the motions and discussion, the board adopted Option 5b and approved the separate motion that directs the operations committee to review and return with a recommendation on whether to change the current selection process.
The meeting also included a separate authorization related to a Pritchard Street easement with the Town of Bluffton to permit drainage construction; the board authorized the superintendent to finalize the amended streetscape easement agreement with one board member recorded as abstaining because they said they did not have the easement details.
Board members asked that staff produce clearer project dashboards and reconciliation reports so the public and board can track authorized projects to completion and compare requested amounts with actual authorizations.
