RRA board terminates APGP-era contract; funding for RCD to revert to membership dues

The Lake County Community Risk Reduction Authority (RRA) unanimously approved a motion to terminate the contract that had directed Adaptation Planning Grant Program (APGP) funds toward RRA administrative support.
County staff member Casey Moreno said the APGP funding term ended in February 2026 and, as a result, the contract between the County of Lake and the RRA must be terminated. Moreno said funding that had flowed to the Lake County Resource Conservation District (LCRCD) via the APGP will now revert to membership dues paid annually by each voting bloc.
Director Kevin Ingram moved to approve the termination and Director Greg Folsom seconded; the motion passed with “Ayes: All; Noes: None” recorded in the meeting minutes. The board then approved the January 2026 meeting minutes in a separate unanimous vote.
Board members discussed no additional conditions or amendments on the record; county staff reported they are actively seeking similar funding opportunities to restore the planning capacity previously supported by APGP.
Next steps identified on the record include placing a discussion about RRA membership dues on a future agenda so the board can formalize how the LCRCD will be funded going forward.
