Pasco council awards irrigation expansion contract, ties system growth to developer connections

PASCO — The Pasco City Council voted unanimously Tuesday to award a contract and amend the capital budget for an irrigation system expansion project that includes a pump station and piping to increase water availability for the city’s irrigation utility.
Public works staff described the scope as work to support additional water coming into the irrigation system and said the project includes land acquisition and construction costs. "There is a tie with them asking developers as development occurs to be connected to the system so that we have sufficient revenue to pay for these improvements and the system is sustainable," a public works presenter said.
Council moved to approve Resolution 47‑42 awarding Bid #22342 to the apparent low bidder and to adopt Ordinance 48‑40 amending the 2025–2026 capital budget for the irrigation utility. The motion passed unanimously.
Staff clarified that the city currently has authority to require connections from development within the planned service area; the irrigation district’s staff said it will support the city’s position but cannot prevent individual contractual arrangements where the city allows them. The council approved the budget amendment to fully fund the awarded project.
The award and budget amendment authorize staff to complete contracting and begin the work necessary to implement the system expansion; council members asked staff to monitor developer connections and revenue assumptions so the utility remains sustainable.
