Elizabeth Comfort, Clackamas County finance director, provided commissioners a detailed preview May 19 of a supplemental budget request that will go to public hearing and vote on May 21 under Oregon local budget law (ORS 294). She said the packet contains 19 items totaling about $18.5 million and affecting 11 departments.
Comfort listed major items by number: a $4.3 million increase in the sheriff's office general fund to cover unanticipated operating expenses and special payments; a roughly $2.5 million advancement from community services to the county fair project (to be repaid when grant funds are available); contingency reprogramming and operating expense transfers in multiple funds; funding adjustments for library services to close out Oak Lodge library expenses; and transfers to cover road fund projects and local match obligations. She said some items are net zero transfers, others recognize new federal or state revenue.
Commissioners asked for clarification on contingency calculations, source of funds, and the levy and insurance fund mechanics; Comfort explained that some funds are enterprise‑specific and contingency policies differ by fund. The board was told the supplemental budget will be a public hearing and a vote at the business meeting on Thursday, May 21.
Comfort reiterated that ORS 294 requires submission of a resolution to the board before a supplemental budget hearing and invited commissioners to raise specific questions at that hearing when additional detail will be available.
