Recovery Campus update: county awaiting OHA and lottery grants, schedules community meeting

Cindy Becker, from county administration, delivered a brief update on the Recovery Campus on May 19, telling commissioners the county is coordinating with the Oregon Department of Justice and county counsel on grant contracts and lease terms. Becker said the county is waiting on the Oregon Health Authority award of $10,000,000 and a lottery grant administered through the Department of Administrative Services; both grant awards will be reflected in future contract amendments.

"We don't want to put in money that we haven't received yet," Becker said, noting staff will return with contract amendments and lease terms once funding is secured. She also said the county is revising the memorandum of understanding with the State Historic Preservation Office and expects another pass before finalizing that agreement.

Becker described outreach work around the campus footprint, including in‑person visits to businesses within roughly 1,000 feet of the site and an upcoming community meeting scheduled for 6:00 p.m. in the church across the street in two weeks. She also said the county is discussing potential bed purchases with neighboring counties; "Yamhill County has expressed interest in buying a bed," Becker said, though no firm agreement existed at the time of the update.

Commissioners encouraged strong county presence at the community meeting. Becker also noted staff are pursuing potential funding from sustainability resources and said the county's work with architects and outreach will include poster boards and renderings at the meeting.
