Dave Barron of Pluck and Lucas Goldfluss of the Winooski Natural Resources Conservation District updated the MS4 Subcommittee on Minimum Control Measures 1 and 2 on April 7.
Barron said analytics show winter is the smallest spending period, that acquisition metrics and ad spend are running across YouTube, Google and social platforms, and that a spring media push generated the most engagement; staff plan to add some paper ads and are considering Reddit and TikTok placements. Goldfluss described planned on‑the‑ground activities: events in Colchester on June 27 and Sept. 16, a community day option in Essex, a rain garden revitalization in Essex Junction, an adopt‑a‑drain event at Fletcher Free Library likely in July aimed at middle‑school participants, a possible rain garden planting in Bombardier Park with a June 10 date, and a tentative stream cleanup in Winooski on May 26. Goldfluss said monitoring will cover roughly the same 16 sites used last year and that crews purchased sign posts and are arranging mulch logistics; he also said an RFP will be needed soon for herbicide treatment and tree‑planting work in Shelburne and South Burlington.
The updates emphasize a mix of digital outreach and in‑person volunteer events intended to increase community participation in stormwater and stream‑cleanup activities this season. Committee members and staff discussed logistics and targeted advertising challenges; no formal votes were taken on program activities.
