MS4 subcommittee authorizes new marketing RFP, extends Winooski NRCD contract

The Chittenden County Regional Planning Commission’s MS4 Subcommittee on April 7 authorized the agency to issue a request for proposals for FY27–FY31 MS4 Stormwater Program / Social Change Marketing Services and approved a two-year extension of the Winooski Natural Resources Conservation District’s Rethink Runoff Stream Team contract.
Dan Albrecht, CCRPC staff, said the current marketing contract with Pluck expires June 30, 2026 and contains no extension provision; staff intends to invite Pluck to respond to a new RFP. Shayne G. moved to authorize issuance of the RFP; Brett McCreary seconded and the motion was approved unanimously. Albrecht said staff hours for meetings and minutes have been charged to CCRPC’s Tactical Basin Planning grant, and he expects to spend additional time this spring preparing the RFP.
The subcommittee also considered a planned two-year extension of the initial three-year Winooski NRCD contract for Rethink Runoff Stream Team services. Both Dan Albrecht and Chelsea Mandigo said the district’s work has been satisfactory and that the original contract included a possible two-year extension. Shayne G. moved to authorize the extension through June 2028; Alex Kubala seconded and the motion was approved unanimously.
In procedural business, the subcommittee approved the draft minutes from the Feb. 3, 2026 meeting on a motion from Alex Kubala, seconded by Ryan Lambert.
Next steps: Albrecht will circulate the draft RFP to committee reviewers (Annie C., Shayne G., Annie C. and Chelsea Mandigo were identified in the meeting) before CCRPC issues it. The Pluck contract will expire June 30, 2026; the Winooski NRCD extension covers July 2026–June 2028.
