Council approves Lush Stratford planned-unit development and related easements and developer agreement

The Common Council approved a set of Plan Commission items for the Lush Stratford development, including a zoning amendment (ZPU-25009) to add a planned-unit development overlay for about 1.75 acres, a PUD agreement, a certified survey map dedicating municipal storm-sewer easements, and a developer agreement for the 12-unit (six duplex) project approximately 450 feet north of Highmount Road.
Planner Jim Reinke said the overlay allows design flexibility for shared driveways and utilities and that the developer will relocate a municipal storm sewer where needed. Reinke said these items align with prior plan-commission approvals; changes focused on utility layout rather than a wholesale redesign. He also noted the PUD will require public infrastructure adjustments and that the city will own and maintain the relocated storm sewer.
Council members raised design and accessibility questions after viewing architectural renderings; one alderperson noted stairs in the renderings appeared non-ADA compliant and staff responded the images were architectural renderings and the final buildings must meet building code and ADA requirements. Reinke said the plan commission and developer had held public hearings and staff received one comment from the adjacent north neighbor and had worked with that homeowner to provide additional separation and landscaping.
All related motions (zoning amendment ZPU-25009, PUD approval, easement acceptance, and the developer agreement) carried on voice votes.
Next steps: development moves forward under the approved PUD and developer agreement; staff and the developer will finalize construction plans and permit reviews.
