Costa Mesa approves five‑year unleaded fuel agreement with Merrimack Petroleum

The Costa Mesa City Council voted unanimously on May 19 to approve an agreement to purchase unleaded fuel from Merrimack Petroleum using the County of Orange cooperative procurement. The contract period begins July 1, 2026, and runs through June 30, 2031 unless terminated by the county.
Deputy Public Works Director Patrick Bauer (speaker 23) told council that the county cooperative has provided effective purchasing and volume discounts, and that the city’s recommended annual amount for budgeting is $700,000. "Our procurement process... ensures that the city receives the best possible prices," Bauer said during the staff presentation.
Council members pressed staff on whether large‑volume, on‑site fuel storage would yield extra discounts and on the city’s progress toward fleet electrification. Council member Arlos Reynolds noted staff data showing increased electric and hybrid vehicle purchases and asked for a fleet electrification plan; staff said roughly 20% of the municipal fleet (about 50 of ~250 vehicles) is now electric or hybrid.
There was no public opposition and no substantive amendments to the staff recommendation. The council approved the item by voice vote 7–0.
What’s next: Public works will execute the cooperative agreement through the county process and continue to report on fleet electrification opportunities as part of budget planning.
