Wapello County approves budget amendment, several transfers and local spending

The Wapello County Board of Supervisors on May 19 approved a budget amendment and a series of routine fiscal and administrative measures, including a $16,000 library donation and a roof bid for the County Attorney’s office.
Vice Chair Carrie Teninty opened the public hearing on Budget Amendment #2 for fiscal year 2025–2026, closed it after receiving no written or verbal comments, and moved to approve Resolution #19-2026. Supervisor Bryan Ziegler seconded; the board voted unanimously and carried the resolution.
The board also approved Resolution #17-2026 to transfer funds from Fund 02000 to Fund 85000 (2025/2026 contribution). Teninty moved the transfer and Ziegler seconded; the motion passed on a unanimous voice vote.
Other financial and administrative actions approved included a $16,000 donation to the Blakesburg Library; approval of the 2026–2027 maintenance budget for the Wapello County/City of Ottumwa Law Enforcement Center; acceptance of the Treasurer’s Investment Report for April 2026; and approval of payroll totaling $463,023.47 and claims totaling $456,308.89 for May 15, 2026.
The board approved routine vendor agreements and services: a Solutions license/support agreement for July 1, 2026–June 30, 2027, and website hosting from Neapolitan Labs for June 1, 2026–May 31, 2027. The board approved Cost Advisory Services for the DHS audit (FY2026–2028) and consented to a request for use of the county building on June 13, 2026.
On facility maintenance, the board accepted the lowest roof replacement bid of $11,552.00 from Triplestar Builders for the County Attorney’s office. Bids were also received from B&C Roofing, Smart Roofing, LLC, and Grooms Roofing & Restoration LLC.
An audit agreement with Anderson, Larkin & Co. P.C. for FY2025–2026 remained unresolved; the board requested a revised agreement with more specific information before taking action.
The board adjourned briefly at 10:11 a.m., reconvened at 10:12 a.m., and concluded business with the payroll and claims approvals before adjourning at 10:28 a.m.
