Park County Fair Board adopts bylaw changes to streamline meetings, membership

The Park County Fair Board voted April 27 to adopt a set of amendments to its bylaws that change board composition and meeting requirements.

Coix Gemmer moved to adopt the amendments and Tara Zuber seconded; the board voted to approve the changes, which the minutes record as adopted as of April 27, 2026. The revisions include changing Article 3, Section 2 to set the board size to an odd number (11) and to allow members to reside outside Park County; Article 4, Section 2 to require monthly meetings; Article 4, Section 3 to retain the August meeting and remove a separate special-meeting requirement during the fair; and Article 5 revisions clarifying the secretary must attend meetings and maintain records to be filed with the county. The board also struck language requiring countersigned accounts and left a 28-day minimum notice in Article 8, Section 1.

Board member Beth Woodward was nominated to amend the older bylaw draft from Jan. 25, 2007, and the board agreed to keep the amended bylaws in effect through the fair, then revisit them afterward.

The action was recorded as adopted unanimously in the meeting minutes. The board did not record a roll-call tally in the minutes beyond noting all members voted to adopt; the minutes identify the motion (moved by Coix Gemmer, seconded by Tara Zuber) and the unanimous outcome.

The changes affect governance and eligibility for future appointments; the board plans to retain the amended version through the fair and review implementation and any necessary clarifications after the event.
