Commission amends ARPA award to add transportation assistance for Switchpoint; accepts tax-sale bids and several routine contracts

The Davis County Commission on May 19 approved an amendment to the county's State and Local Fiscal Recovery Fund (ARPA) subaward with Switchpoint that adds transportation assistance for teen living center residents and restructures budget line items for audit transparency. In the same meeting the commission accepted results from the recent delinquent tax sale, authorized recording tax deeds for successful bidders, and approved a set of routine contracts and consent items.
A controller's office staff member presenting the item said the amendment "included a sentence and two paragraphs to add or include transportation assistance for these kids to get to school, work or other extracurricular activities," and that the total grant award was unchanged from the earlier award (presenters discussed a figure of about $1.9 million). The presenter said budget categories were adjusted to make spending clearer in case of a federal audit.
Sherry Meyer reported on the delinquent tax sale held the prior week and asked the commission to accept bids and the sale results and to authorize recording tax deeds. "We did start out with 31 homes, 36 parcels of land and 9 commercial properties, but we only had 8 pieces of land to sell," Meyer said, and the commission voted to accept the results and record deeds.
Other items approved by voice vote included:
- An amendment to the Kone Inc. contract to add three elevators at Western Sports Park into annual service agreements with a payable listed as $18,709.92 (facilities staff presented the item).
- A one-day service agreement with Dryjack Turf Services to verify putting greens at Valley View Golf Course for $9,425; Dustin Volk, the county golf director, described the proprietary process and said greens are playable the next day.
- An amendment to the county's contract with the Utah Department of Health and Human Services for the Medicaid aging waiver program described as a $15,629 reduction through June 30, 2026.
- A Davis County shooting range rental agreement with the Wasatch Defensive Shooters Association for a private event on May 22, with a $50 payable.
- Approval of consent agenda items 10 through 19 and the property tax register for May 19, 2026; the commission recessed to the Board of Equalization to consider the register and then reconvened the regular meeting.
The commission approved the Switchpoint amendment, accepted the tax-sale results and deeds, and adopted the other items by voice vote. Presenters and commissioners emphasized that the Switchpoint amendment does not change the total award but clarifies eligible uses and adds transportation aid; the tax-sale acceptance authorizes recording deeds for the successful bidders.
