Wythe County CPMT adopts audit‑recommended policy changes, readies QI plans and MOAs

The Wythe County Community Policy & Management Team reviewed the Final Report of the Wythe County CSA Audit and incorporated audit observations into its strategic planning at a recent CPMT Spring Roundup. The Team authorized Quality Improvement Plans addressing policy and procedure alignment and data integrity/financial reporting; the minutes state those plans are due to the Office of Children’s Services (OCS) by May 22.
The Team discussed OCS Administrative Memo 26‑03 after conversations between local DSS directors and OCS Executive Director Scott Reiner about whether CSA funds may pay for drug testing. According to the minutes, OCS issued Memo 26‑03 permitting the use of CSA funds to pay for drug testing in foster care and foster‑care‑prevention cases pending further discussion. The memo was presented to the Team by Chair Kimberly Ayers.
In response to an audit observation (Observation 1) regarding Section 12 of the local policy manual, the Team voted unanimously (motion by Lacey Canterbury, second by Kimberly Ayers) to change the local policy wording to the version recommended by Auditor Briggs so that daycare exemptions from FAPT referral align with audit guidance.
Coordinator Blankenbeckler reported he submitted the VJCCCA Program Plan for the 2027–2028 biennium before the April 1 deadline, and that he received MOA templates for the local position and the community service program with no changes from the current biennium. He said he will contact CSU Director Cheeks and Stephen Bear to secure signatures and submit MOAs by the June 1 deadline. Katherine Farmer confirmed receipt of the VJCCCA plan and returned a few non‑budget questions that Coordinator Blankenbeckler will answer before May 1.
The Team also selected a youth/family survey to collect feedback on CSA‑funded services and submitted the survey to Alyson Williams at Wythe County on April 21 for conversion and local customization.
The minutes record the policy wording change and the QI plan deadlines as formal actions; the Team did not record opposition to those motions in the minutes. The Team next meets May 26, 2026.
