Park Ridge council approves zoning variances, flags parking concerns in South Park

The Park Ridge City Council on March 18 approved a series of zoning variances and a special-use permit and adopted several routine purchases and contract extensions, while members repeatedly flagged concerns about parking in the South Park business district.

Council approved a special-use permit to allow a medical/dental clinic at 27 North Northwest Highway that had been recommended by the Planning & Zoning Commission. The council also granted variances to allow (1) a wall sign for a second-floor business at 120 Main Street Unit 202; (2) a medical/dental clinic to operate at 813 Devon Avenue without meeting the minimum required off-street parking; and (3) three sign-related variances to permit a replacement wall sign for a longstanding funeral home in Uptown. All motions carried on roll call votes recorded as 7–0.

Director Awesome (city planning staff) told the council the Planning & Zoning and Zoning Board of Appeals had held prior public hearings on the cases and recommended approval (special-use 6–0; several ZBA recommendations unanimous or 6–1 where noted). Applicant Abby Ruba, who said she plans a 9 a.m.–7 p.m., appointment-only clinic averaging roughly nine clients a day across the franchise, told the council the business will fit existing building constraints and that some comparable sites operate without dedicated off-street parking.

Several council members supported the variances but urged a longer-term approach to parking. One council member said, “I am getting concerned that there are a lot of businesses moving into South Park… we are gonna struggle a bit with parking.” Another member added that the particular block already draws foot traffic from an ice cream shop and a newly opened childcare facility and said, “what's going to be the long term impact if we don't come up with a longer term solution?” The council approved the parking waiver while noting the need for broader parking planning in South Park during warmer months.
