Council studies updates to CupertinoGeneral Plan safety element after evacuation analysis shows hillside bottlenecks

Eli Crispi, a planner with PlaceWorks, told the Cupertino City Council in a May 19 study session that state law changes and new hazard mapping have prompted a comprehensive update to the cityHealth and Safety Element of the General Plan. The draft incorporates climate-vulnerability assessments, revised wildfire-hazard mapping, updated floodplain designations, and new policies on extreme heat, emergency communications and infrastructure resilience.
"The safety element is a mandatory part of the city's general plan," Crispi said, noting that state statutes now require climate vulnerability assessments and evacuation-route analyses. He said those additions are intended to increase Cupertino's eligibility for disaster grants and to align city policy with Cal Fire and FEMA guidance.
Francisca Church, the consultant who led the evacuation-route assessment, summarized a planning-level capacity analysis that modeled three evacuation scenarios. She said the study estimated an evacuation demand of about 8,0009,000 vehicles depending on the scenario and found that several hillside routes exceed their one-hour clearing capacity.
"Main bottlenecks we found were approaching 85 and 280, especially Foothill Boulevard toward 280, Stevens Creek toward 85, and McClellan toward the center of the city," Church said. "Short routes mean a lot of demand concentrated on a few corridors, and many segments would be capacity-constrained in an evacuation hour."
The consultants emphasized that remedies combine supply-side, demand-side and information-side strategies: targeted and flexible roadway capacity improvements and traffic control, household-level demand-reduction measures (for example encouraging households to evacuate with fewer vehicles or phased evacuation orders), and improved real-time signage and alerts to route traffic away from congested corridors.
Crispi and Church said the draft also expands seismic and landslide mapping, updates hazardous-materials references to match state and county regulations, and refines policies for flood-prone critical facilities. The team noted the city has already adopted new local responsibility area wildfire maps and that the updated safety element will be submitted to Cal Fire for a mandatory 90-day review prior to environmental review and formal adoption hearings anticipated this fall.
Councilmembers asked staff to prepare a clear table showing which planning-commission and council suggestions have been incorporated, which were modified, and where staff recommends further steps. Mayor Moore moved, and a majority of the council agreed, to direct staff to compile council suggestions into a TBD-format table and return with a study session; councilmembers may submit further edits by Friday at 5 p.m.
The consultants and staff said some of the proposed implementation items (such as objective, enforceable evacuation-route standards or fee changes) would require separate council action or ordinances rather than being embedded in the general-plan policy.
The study session closed with staff noting next steps: revise the draft to reflect tonightcomments, submit the draft to Cal Fire for review, conduct the required CEQA environmental review, and return to the planning commission and council for public hearings this fall.
