Angela Andrews of Lafayette Renew introduced the renewals and said staff increased Cargill Incorporated’s flow limit by 25,000 gallons per day after review, noting the plant was approaching its prior limit but the system can handle the extra flow. "We pulled their flow up just a little bit after Jake did some research," Andrews said, referencing an internal pretreatment review.
Andrews also described a name change and permit update for Allison Off Highway Drive and Motion Systems / Fairfield Manufacturing, noting adjustments to permit limits based on a combined waste stream formula and modified heavy-metal limits; the record includes added language to allow permit transfer to a new owner who acknowledges receipt of the permit.
Council members asked whether surcharges apply if limits are exceeded and how violations are reported. Andrews explained surcharges cover the city’s increased treatment costs and that higher exceedances constitute reportable violations to state regulators.
