County drainage staff presented an engineering report for a private culvert crossing where Donald Holton owns both sides of a ditch at DD 92. Staff said the crossing will use existing-size culverts (60‑inch) consistent with prior work, that the landowner will pay construction costs and that the district will record the crossing once final acceptance is completed.
Supervisor Smith moved to approve the engineer’s report for adding a private crossing to the DD 92 main ditch; Supervisor Derby seconded the motion and the board voted aye. Staff said the district precedents place long‑term maintenance responsibility with the landowner and that the district will only remove damaged installations, leaving replacement to property owners.
Staff noted the crossing location is north of Lake Mills and that the work is expected to be done this summer by a contracted crew; the landowner plans to hire local contractor Helgason to perform the work once approvals are finalized. The board provided preliminary approval of the engineering report and directed staff to finalize the record and acceptance after construction is complete.
No county funds were committed at the meeting; staff emphasized the landowner bears installation and maintenance costs and that the district will record the installation and instruct crews not to replace the crossing in routine maintenance if the landowner chooses private installation methods.
