Commission approves Cartwheel Bay PUD to formalize neighborhood auto‑service site

Gulfstream Design Group’s Matt Lotte presented the revised PUD and described existing site conditions, the applicant’s proposed fencing and new landscaping along Cartwheel Bay frontage, and requests for limited waivers (including a reduced paved parking requirement and retention of an existing pond within the development edge). Growth‑management staff and the planning and zoning agency previously reviewed and recommended the application; the PZA had given unanimous approval.
Several nearby residents urged stricter controls after saying abandoned or long‑stored vehicles remained visible on the property and that weekend drop‑offs had created traffic and aesthetic concerns. Marie Traina and other neighbors said they had photographs showing vehicles that remain despite earlier citations. Applicant representative Matt Lotte said the gates will be relocated, the site will be fenced and screened, and that operations and storage would be moved behind the fence; staff noted the PUD and construction plans will govern future operations once approved.
Commissioners said the updated plan and the applicant’s pledge to fence and screen storage addressed neighborhood concerns. Commissioner Winters moved approval; the motion passed 5‑0. Staff will follow up on construction permits and code‑enforcement conversion to the PUD conditions.
